CONVOCATORIA PARA PUNTO FOCAL DE SEGURIDAD-CARGO VACANTE

Job Title:    Safety and Security Focal Point (SSFP)
Place of Work:    Bogotá, with Travel
Grade:        D
Reports to:    Country Director
Line management responsibility:    None
Child Protection Level:    3 The responsibilities of this post may require the post holder to have one-to-one contact with children or young people
Length of contract:    6 months, renewable depending on funding

Introduction    The safety and security focal point is responsible for developing and enforcing appropriate safety and security policies and procedures. This position will be based in Bogotá but with travel to other areas in Colombia.

Job Purpose    Ensure the safety and security of Save the Children staff, assets and partners

Key Accountabilities

Operational Management:

•    Conduct ongoing threat assessments and compile reports on security assessments of offices, compounds, staff guesthouses, field sites and projects.
•    In conjunction with the SMT compile a risk assessment and regularly revise as and when the context and situation on the ground changes.
•    Coordinate and liaise on programme safety and security matters with all relevant actors in country.
•    Ensure that communication systems are adequate and maintained and provide training to staff on the use of such equipment and communications protocols in conjunction with the Logistics Coordinator.
•    In conjunction with relevant logistics staff, programme coordinators and transport staff ensure that regulations for travel in the field are implemented in a systematic and timely fashion.
•    Monitor HR / Finance / Logistics working practices in the safety and security context and alert the FM if inappropriate decisions are impacting on the safety and security of the team,
•    Ensure that incident report forms are properly compiled by staff and are disseminated to SSRSS.  Systematically map all incidents on a dedicated map and provide timely analysis to identify emerging trends.  Ensure district offices adhere to the same process and share information accordingly.
•    In conjunction with the SMT and other relevant staff, assist in the debriefing of staff that have experienced security incidents or ‘near miss’ incidents.  
•    Ensure systems are in place to instantly respond to a crisis management situation; lines of communication and reporting to the Crisis Management Team (CMT) in London are to be fully understood.

Planning

•    Engage and advise senior management in the development of Safety and Security Guidelines for all operational areas.  Use and adapt as necessary the HO Security Management Plan, SOP and CP templates. 
•    Develop country safety and security management plans as part of a fully inclusive process involving as many relevant team members as possible.  Publish and implement the ratified policy and guidelines in both English and local languages.
•    Update and maintain security plans/annexes/appendices and circulate to designated recipients (including HO Safety and Security team) on a regular basis (monthly, quarterly as agreed)
Staff Induction and Learning and Development
•    Orientation of new staff members and refresher sessions for the existing ones on the Evacuation Plan, Drills, Wardens awareness.
•    Ensure that staff induction includes a full safety and security awareness briefing using programme maps within 24 hrs of the visitor/new staff member arrival in country.
•    Ensure Pre-Departure Information (PDI) briefing is dispatched by email to all visitors at least 48 hrs prior to travel to Colombia.

Core Compliance

•    Comply fully with Save the Children’s minimum standards in regard to safety and security management.
•    Comply with all relevant Save the Children policies and procedures with respect to global safety and security policy, child safe guarding, health and safety, equal opportunities and other relevant policies.

Person specification

ESSENTIAL:

•    Trained in safety and security and able to transmit that information well
•    An experienced manager able to comfortably communicate with counterparts in other agencies and succinctly brief and provide recommendations to the CD in matters of safety and security
•    Ability to work within a multi-cultural, multi ethnic team and have comprehensive knowledge of the context and challenges of operating in country.
•    Ability to encourage and nurture an institutional approach to good safety and security practices where all team members are responsible for their own security management, and where necessary, provide robust support and/or intervention where it is needed.
•    An understanding of incident reporting and incident mapping, and competent in report writing in English.
•    An understanding of field based communications systems such as HF Codan, Motorola VHF, Thuraya, satellite systems and internet systems.
•    Competency in Internet and Microsoft Office systems.
•    Ability to adapt to needs and balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination.
•    Sound knowledge of Red Cross Code of Conduct and the Save the Children Code of Conduct.
•    Ability to correspond verbally and in written English

DESIRABLE:

•    Previous experience in a safety and security role in a humanitarian context
•    A First Aid qualification
