SAFEGUARDING CHILDREN:

Nivel 3 - This position will have contact with children and adolescents either frequently (one or more times a week) or intensively (four or more days in a month or overnight) or; during visits to projects in the country, so background checks in working with children will be made.

We need to maintain safe selection processes, which include rigorous background checks.

Objective of the position:

Save the Children is a partner on USAID’s Local Health System Sustainability (LHSS) contract led by Abt Associates and a diverse group of experienced partners. The Local Health System Sustainability (LHSS) Project is USAID’s flagship initiative in integrated health systems strengthening.

The project’s goal is to help low and middle-income countries transition to sustainable, self-financed health systems as a means to support high performing health systems. The LHSS (Sostenibilidad del Sistema de Salud, as it is known in Spanish) activity in Colombia will work with the Colombian government and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for Venezuelan migrants, Colombian returnees, and receptor communities, improve the quality of health services, and strengthen health sector resiliency.

The LHSS approach will support the Ministry of Health and Social Protection (MSPS) and territorial health secretariats to optimize and strengthen existing Colombian primary health care systems’ capacity under the Colombian MAITE model. LHSS will work within the Colombian health system to maximize engagement of Colombian stakeholders, and foster ownership and responsibility from the onset to ensure the sustainability of interventions.

Note this position is dependent on donor funding and approval.

 

RESPONSABILITIES

Through the USAID LHSS project, the Senior Primary Health Care and Community Health Specialist will support the MSPS and territorial health secretariats to design and implement primary health and community health interventions. . The Senior Specialist will have two lines of reporting:

Within Save the Children Colombia (SCC), the Senior Specialist will report to the Health Program Manager (HPM) under the Team Leader of the emergency response.

Within the LHSS project, the Senior Specialist will report to the LHSS Senior Health Service Delivery Lead (Abt Associates), and be co-located in the LHSS project office in Bogota.

The Senior Specialist will represent SC within the LHSS project and will advance community inclusive health systems approaches in alignment with SC’s ethics and strategic orientations, in support of the GOC MAITE program and LHSS objectives.

Strategic Direction and Planning (40% Level of Effort)

Lead design, implementation, monitoring and evaluation of SC’s contribution to LHSS per SC’s subcontract with Abt Associates.

Follow the approved work plan from USAID, notably in PHC and community health strategies to improve access to preventive and curative health care by migrants and receptor communities under the GOC MAITE plan, including adaptation to urban versus border region contexts, and to the Differentiated Approach required by MAITE for migrant populations.

Contribute to cross cutting strategic thinking and leadership within the LHSS team as part of the senior management team.

Lead programmatic and public policy analysis and evaluations for the health sector in coordination with other SC thematic areas and / or other external stakeholders such as national and local governments, multilateral agencies, universities and think tanks

Lead the design and development of deliberative spaces that promote the analysis of public health policies as well as the creation of strategies to overcome barriers to access the health system.

Ensure integration (where appropriate) with other sectors, especially with a view to strengthen the links between health and nutrition, water, sanitation, hygiene, protection, education and housing programs. Encourage teams to adopt an integrated approach to emergency responses.

Lead the design and development of deliberative spaces that promote the analysis of public health policies as well as the creation of strategies to overcome barriers to access the health system.

Ensure integration (where appropriate) with other sectors, especially with a view to strengthen the links between health and nutrition, water, sanitation, hygiene, protection, education and housing programs. Encourage teams to adopt an integrated approach to emergency responses.

Management, Implementation and Technical Excellence (40% Level of Effort)

Oversee implementation of activities designated to SC in project intervention areas (urban, border areas) 

Ensure compliance with contractual requirements, builds and maintains professional relationships with the LHSS project staff and key stakeholders, and diplomatically represents Save the Children with excellence and accuracy in national and regional forums.

Work with finance and awards teams to ensure the respect of Save the Children’s ethical guidelines, contractual guidance, management of the budget, and management of risk.

Lead the LHSS project team in Colombia to formulate program and donor reports on project activities in a timely manner, in accordance with internal SC requirements and any other relevant requirements from external donors.

Supervision of the Regional Community Health & Primary Health Care Specialist activities.

Manage the project budget and ensure that spending is done in accordance with Save the Children's protocols and donors. Ensure that monthly Budget vs Actual reviews are conducted and expenses reviewed according to the approved budget and plan, and that all expenses related to the project are charged and coded correctly.

Learning, Sharing and Documentation (20% Level of Effort)

Work closely with the Knowledge Management team of LHSS and Save the Children to write, edit, review, and disseminate technical content through strategic networks highlighting USAID LHSS’s accomplishments, as needed.

Work closely with the MEAL team to ensure measurement, evaluation, and learning are integrated into all design, implementation, and reporting that results contribute to the evidence base throughout the life of project.

REQUIRED QUALIFICATIONS

Master’s degree or above in medicine, public health, community development, social work or related areas.

Experience providing direct technical assistance to country programs, national entities and/or USAID as required at local, regional, or national level.

Experience, Knowledge and Qualities

Minimum 7 years of experience in public health programming with an emphasis on primary health care, health systems strengthening, community health, and capacity building in the Colombian context. Demonstrated experience both in direct supervision of staff and in collaborative team environments is required.

Experience overseeing technical quality of programs integrating nutrition into maternal and child health, sexual and reproductive health, family planning, food security/livelihoods and/or HIV/AIDS.

Exceptional personnel and project management skills; comfortable helping others prioritize.

Able to successfully lead a team with multiple competing priorities to consistently submit timely, high quality deliverables.

Experience interacting with high level officials among government and non-government stakeholders.

Experience preparing and making oral presentations for a range of audiences.

Impeccable time management, delegation, and prioritization skills.

Experience delivering technical assistance in developing country settings.
